ADP’s programs and services related to alcohol and other drugs and problem gambling fall into three categories: prevention, treatment and recovery. Each of these is of equal priority in our efforts to reduce alcoholism, drug addiction and problem gambling in our state—where nearly 3 million people are impacted by substance use disorders and 1 million people are problem or pathological gamblers.

MISSION
To lead efforts to reduce alcoholism, drug addiction, and problem gambling in California by developing, administering, and supporting prevention, treatment and recovery programs.
VISION
To have Californians understand that alcoholism, drug addiction and problem gambling are chronic conditions that can be successfully prevented and treated.
ADP’s Transition Status
In 2012, the Legislature voted to eliminate the California Department of Alcohol and Drug Programs effective July 1, 2013, and transfer ADP’s functions and programs to other department(s) within the California Health and Human Services Agency (CHHS). This reorganization initially was proposed for July 1, 2012, however, the Legislature wanted to allow more time for affected departments to engage stakeholders and develop a detailed plan for a smooth transition and minimal impact on service delivery. read more
